Abolition of the death penalty in all circumstances: Azerbaijan signed Protocol No. 13

Azerbaijan has signed Protocol No. 13 to the European Convention on Human Rights (ECHR), which refers to the abolition of the death sentence in all cases. Ratification is required for the convention to have legal force in Azerbaijan. Accession to this protocol coincides with the 25th anniversary (1998) of the national abolition of the death penalty.

Protocol No. 13 of the ECHR entered into force on July 1, 2003, and has been ratified by 44 of the 46 Member States of the Council of Europe.  The treaty complements Protocol 6 of the ECHR (abolition of the death penalty in all cases except in times of war), ratified by all Member States.  Accession to both Protocols is at the discretion of each country and purposes representing the commitment of states to the general abolition of the death penalty in law and practice.
